People Operations & Talent Specialist (Recruiter)

Raleigh, NC
Temporary
Entry Level

At Covenant Case Management Services (CCMS), we empower individuals with intellectual and developmental disabilities (IDD) to lead fulfilling, independent, and purpose-filled lives. We believe every person has a unique calling, and our mission is to create a nurturing, joyful environment where those we serve and our team members can thrive with purpose.

To support our organizational growth and expand our community impact, we are seeking a dedicated, relational, and forward-thinking People Operations & Talent Specialist to join our team. Reporting directly to the Director of Employee Experience, you will bridge candidate recruitment and core people operations. In this role, you will serve as an essential driver of our recruitment efforts—building candidate pipelines and sourcing compassionate Direct Support Professionals (DSPs) across North Carolina—while actively managing foundational HR operations, compliance records, and HRIS data within ADP Workforce Now.

What You Will Do | Responsibilities

Talent Acquisition & Candidate Pipeline (Primary Focus)

  • Proactively source, attract, and engage qualified candidates for Direct Support Professional (DSP) positions, independent contractor roles (1099), and organizational openings across our North Carolina regions.

  • Develop and refresh engaging job advertisements across our ATS, social networks, and community job boards that authentically highlight the unique personalities, strengths, and behavioral support needs of those we serve.

  • Conduct thorough initial phone screenings, evaluate candidate experience, verify credentials, and coordinate interviews with Qualified Professionals (QPs) and clinical leaders.

  • Cultivate active partnerships with local colleges, universities, vocational programs, and community groups across North Carolina to maintain an active talent pool.

  • Track and evaluate key recruitment metrics—such as applicant volume, conversion rates, and time-to-fill—to identify opportunities to streamline the hiring journey.

People Operations & HR Administration

  • Maintain day-to-day data integrity within ADP Workforce Now (ADP WFN), entering status changes, compensation adjustments, supervisor mapping, and generating operational workforce reports.

  • Facilitate end-to-end pre-contract and pre-hire credentialing, ensuring criminal background checks, motor vehicle reports (MVR), healthcare registry checks (OIG), and TB clearances are completed and audit-ready before placement.

  • Serve as a compassionate, accessible point of contact for team members regarding company guidelines, benefits inquiries, and general leave questions.

  • Maintain organized, audit-ready physical and digital personnel files in strict compliance with HIPAA, DOL, and state regulatory guidelines.

  • Process departures and contractor offboarding with care, completing checklists, coordinating exit documentation, and conducting neutral exit surveys.

  • Assist the Director of Employee Experience with policy updates, employee engagement initiatives, annual performance cycles, benefits coordination, and cross-functional team projects.

What We Are Looking For | Qualifications

  • Residency & Travel: Current residence in North Carolina is required, with the flexibility to travel to our Albemarle, NC office on an occasional basis for key meetings and events.

  • Experience: Minimum of 2–4 years of progressive experience in recruiting, talent acquisition, or blended HR operations (experience within healthcare, home care, or human services environments is strongly preferred).

  • HRIS Proficiency: Hands-on experience working directly in ADP Workforce Now (ADP WFN) or a comparable enterprise HRIS/ATS system.

  • Compliance Knowledge: Working familiarity with federal and North Carolina employment regulations, confidentiality protocols (HIPAA), and healthcare credentialing standards.

  • Interpersonal Excellence: High emotional intelligence, active listening skills, and an authentic, welcoming communication style that treats team members like family.

  • Education & Credentials: Bachelor’s degree in Human Resources, Business Administration, Communications, or a related field (or equivalent practical experience); SHRM-CP or aHR/PHR certification is an asset.

Position Details & Work Environment

  • Role Type: Full-Time, Salaried Exempt
